Late to this after being away for a bit, but here goes...

Read through all the messages and looked under the hood. It is true that the player came at another's invitation. (not cheating by itself)
It is also true that the players ended up allying.

However, after spending a lot of time studying the messages, there is insufficient evidence that a predetermined alliance was formed or agreed to. There seems to be ample evidence of appropriate in-game negotiation and decision-making.

It is a close call and I understand the frustration with the situation, but I do not believe what happened here rose to the level of cheating.
HOWEVER, since it was right up to the line, I have issued warnings to the players involved and made a note of it.

To reiterate, it is not wrong to ask another player to join the game, even one you are familiar with, but it is cheating to ask them to come in SO that they will help you or otherwise suggest a course of action prior to them coming in and making an in-game assessment on their own.
