I think some GMs would have considered these either ambiguous or even invalid, suggesting support for the move rather than the convoying fleet. I had decided that "support Fleet ..." meant support for the fleet itself and they were therefore invalid - and then realised that the support wasn't necessary in any case! But SaltySailor, to be safe the proper order is simply to support the fleet holding.
