WitA: AOE Locations?

WitA Starting Locations for the Age of Empires Variant
I'd like to solicit player feedback on the following list of starting positions for the new War in the Americas map. These would be applicable when it is played using the "Age of Empires" variant (whereby each player starts the game in a build phase controlling one empty SC).

These are all "capital" cities for each power or the closest equivalent. I have not done any preliminary network analysis to determine whether these are actually spread out very well.

Powers & Proposed AOE Locations

• Argentina
  Buenos Aires
• Brazil
  
  Rio de Janeiro
  (Brasilia is the current capital, but Rio was the capital prior, including the 1840 start year for WitA)
• Chile
  Santiago
• Great Britain
  Montreal
  (None of Britain's SCs on the map represent a true "capital," but this seemed the best pick)
• Mexico
  Mexico City
• New Granada (a.k.a. Colombia)
  Bogotá
• Peru
  Lima
• Spain
  Havana
  (Spain only held Cuba and Puerto Rico at this time, and Havana seems the better option)
• USA
  Washington D.C.
• Venezuela
  Caracas

This is all great and wonderful, but...

I would suggest putting Britain's starting SC in Halifax.

Putting it in Montreal could cause early conflict between USA and UK.

That's just my suggestion.

True, but that should be the case for most/many powers on the map. Or do the others seem more spread out than that?

I really have no idea if Montreal or Halifax is the better location, but Montreal is my best guess. I don't think we can start Britain in any of its other SCs without putting the USA in a position to have almost zero competition in North America.

I feel like Mexico has little competition, except Spain, which seems like a minor threat to Mexico.

This is quite possibly true, but I’m unsure of how to even things out without assigning starting locations outside of those normally designated for each power.

I have some alternate locations that may space everyone out a bit more evenly. Everyone on the list should be 3-4 spaces away from at least 2 other players.

This is way better! AoE locations don't have to be the country's capital as long as it makes the game more balanced!
