Persia gave too many orders. They only had 6 units in Spring 3AD when it was the present, but provided 7 orders.

By the game rules, Gal-Mil will need to go unreported. This will cause Byz-Mil to succeed. I do not believe it changes anything else. This sucks given there is a hold above that could have been unordered, but alas the rules are clear and don't give wiggleroom.

New map when I report retreats.

The rules were open for comment for some time before the game began, and no one commented that they believed they're was a problem. If you're curious, it's designed as a balance issue to keep players from entering dozens of orders for every possible map/territory combination.

I admit that when I wrote the rules I didn't foresee the situation where a player orders a number of units more than their total at the start of the phase but equal or less than their total when the phase actually processes. There may be room for a tweak there before game two.

I mean I ordered the amount of units now avaliable for the present.

Also remember you I only rejoined the game during the country distibution.
