Basically, each group in your nation wants a certain amount of political power. If they have less than that, it increases the chances of revolt. Check the rules.

If you're asking for advice, the Ottoman Empire likely has it concentrated almost entirely in the nobility, with a little going to the bourgeoisie and almost none to the workers.

Ahh. From what Rsharpe seemed to imply, it came into effect when someone funded a revolution.
