Surrendered nation if dislodged

If a surrendered country is only dislodged, why do we wait for the allotted time to pass rather than the unit getting destroyed immediately ( so it passes to the next turn more quickly) ?

If someone hits finalize...it will move on. But if not...its to allow the max time for a sub. And this only happens during the FIRST turn someone is surrendered.
