Event #7: New Tarachi Council

Representatives of the Morraine, Mirromai, Dwarrowmere, and Morchai clans come together in a summit, to decide the future of the newly independent clans. Will they choose to work together? To form a single nation? Or to go their separate ways? Representatives of other nations are, in a surprising turn of events, welcomed to attend and advise/lobby, although they are counseled ahead of time that they will have no vote in how the proceedings actually turn out.

First to speak is Morde, leader of clan Morchai. He expresses his hope that the other clans will continue to respect his clan's independence, and will to roam and wander freely. He speaks of the urge to move and walk and swim and sail, something unique to his clan, hoping to impress upon the other leaders that his people will not be happy with any arrangement that restricts their ability to move freely. He is therefore in favor, he says, of a more unified government, believing that fewer borders will mean fewer troubles crossing them.

Next up, Denech, leader of clan Mirromai, speaks in favor of independent clans. His people, he says, would rather commit themselves fully to their magical studies. While close trade, he expects, will be both necessary and welcome, he would rather that each Clan operates as each tribe within each clan operates, as each family within each tribe operates; in coordination, but independently.

Although technically invited, representatives of Furycane's government are conspicuously absent from the proceedings.

Matron Galdris heartily approves. She notes that the great victory won over the monarchical lowland Elves was achieved by disparate groups working together and letting the best ideas compete and win, not through imperial edicts. That kind of dictatorial impulse was what led her people to flee the indignities and injustices demanded by the League of the Council back in Khajjar.

After much deliberation, a new system is devised.

Three representatives from each of the three clans will be joined by three Morchai representatives, and three orcish representatives to form the Council of Fifteen. An elected leader (Archon Telleo holds the post for the time being) will hold executive power, advised and potentially overruled by the Council. The purpose of the Council and Archon will be to negotiate between the four clans and the orcs, to help provide an impartial judge for any issues that may arise. They will also be responsible for representing the newly-formed Polity to the outside world. However, the orcs and the clans will be largely left to sort out their own issues and to govern independently as they see fit. The only rules that are enforced universally as of the formation of the Polity is that all parties to it must sign a mutual defense treaty with the orcs that remain on the plains near Urak, and all parties must allow uninhibited access to the Morchai wanderers.

Having joined the new polity, the Orcs that have settled are IMO under Telleo's control in terms of game mechanics. Via private scheming I think you've gotten a good idea of how I've been running them but lemme know if you seek further inspiration for their society.
