I read most of the general houserule section but wasn't able to find the answer I'm looking for. Is having multiple people making decisions for one nation considered cheating? Like someone asking his roommates for advice on what to do? Or a husband/wife duo playing one nation together?

Yeah, we just went over this on your other post from a couple days ago. The consensus was that it is not cheating.

I'm pretty sure it is not against the rules, but is it effective?

I didn't post this, I don't know how or why it's here. I believe this was a post within a house rule thread and a mod must have extracted it into its own thread. I'm no longer interested in this question.
