I think people are wary of showing their hand too early.

The one alliance confident enough to actually form a coalition. How telling.

I think that it's just the most obvious coalition to form. The Ottomans want the guarantee they will get Egypt, and Russia doesn't need, nor do they likely want, to go through them in the early game. I think coalitions actually show less confidence in an alliance, and hold them together by making a stab actually impossible, at the expense of telling the rest of the board some intention of cooperation. The Russo-Ottoman alliance reveals relatively little (Maybe bad for Austria, probably more for mutual security than early coordination), compared to, say, an Anglo-French one (which is definitely bad for both Spain and Denmark in the very short term).

Personally, I think that we'll see the coalitions crop up when that boost in confidence with starts to really overshadow the obvious intention (As the game goes on, your intentions become more obvious, so the marginal cost decreases, meanwhile the benefit increases with the external threat). That means stop-the-leader alliances will be more common than early-game take-over-the-world alliances. That's my two cents. Still a fun mechanic, but I doubt its early applications. We'll probably see some more next year.

I just want to say now, a Juggernaut is a bit less effectively on this game, simply due to more powers to wade through. No Russia Ottoman alliance is going to be sweeping through the map anytime soon.

It could build a sizable amount of momentum for one of the powers, and if he stabs, then joins with another major power, could easily make the game difficult for everyone else.
