It will be clearer once the Pioneer in Haiti has moved but that is correct. The only Pioneer which starts out on an SC is the Texas Pioneer in Austin, which is why Texas has the Winter 1840 exception to the rules and is capable of building in Austin even though there is already a unit there.

One last question/clarification due to personal confusion/curiosity:

An "X" territory will only reform to an SC when a Pioneer unit in it is ordered to build/create the supply center in a Spring or Fall turn, right? I was wondering whether the SCs would have to be built in a turn and then registered at the end of the year or whether Pioneers automatically built SCs if they remained in an X territory, like how units capture existing SCs.

Pioneers actually have to order the building of the SC. There may be strategic value in not building an SC, we'll have to see.

I've worked out most of them, but there's a few that have got me stumped. I have just noticed though that there are 2 provinces labelled MON (Montreal and Monterrey, I presume). Also, the pedant in me feels it necessary to point out that the province labelled Newfoundland should really be labelled Labrador (Newfoundland's the island).

Yeah, I've noticed the duplicate MON for both Monterrey and Montreal. I've also decided to adjust a few of the others. Once I have everyone's builds, I'll post the corrected province names and list what they stand for. I don't want to confuse anyone by releasing them mid season.
