Initially run about 2 years ago, I've made some serious modifications to this game and I want to give it another go.

This game has a couple of unique features which make it different from your typical Dip game.
All rules are standard except where listed below.
-Game starts in Winter 1840. Because Texas is so small, it is allowed to build a unit in Austin even though a Pioneer is already there. By Spring 1840 the two units must be in separate territories.
-Victory is 50%+1 of total SCs. Because the number of SCs can change from year to year, the number of SCs required for Victory can change from year to year.
-The four corners in the Gulf of Mexico all connect to each other. KYW can move to GLV and MBB can move to GoM and vice versa.
-CAM & QUE have two coasts.
-This variant is build anywhere.

The Pioneer(P): Strength 0, Builds New SCs
The Conestoga Wagon represents the Pioneer. It is a new type of unit in addition to your standard armies and navies. The Pioneer moves the same as an army (land only, capable of being convoyed), and has no strength. In winter the Pioneer really shines.
-If the Pioneer is on a territory marked by a green "X," the Pioneer can Build (B) a new SC. The territory loses its "X" and an SC appears in its place.
-If the Pioneer chooses it can then Reform (R) into a fleet or an army in the same winter as it builds. It cannot refuse to Build and then Reform into another unit, it must first Build.
-If the Pioneer does not issue a Reform order it can remain a Pioneer unit and go on to build as many SCs as the gameplay will allow.
-A Pioneer units cannot retreat or attack. If a Pioneer is dislodged, it auto-disbands. When in combat, if unsupported or insufficiently supported, the Pioneer will auto-disband.

Examples:
Pioneer MNT Build (P MNT B)
--- A new SC is created in MNT and the green "X" in MNT disappears. The Pioneer remains in MNT
Pioneer SNF Build Reform Fleet (P SNF B R F)
--- A new SC is created in SNF, the green "X" disappears, the Pioneer disappears and a Fleet is created in SNF.
Player A:Pioneer GSL->YUK
Player B:Army YUK H
--- Player A's Pioneer Disbands
Player A:Pioneer GSL->YUK
Player A:F GoA S P GSL->YUK
Player B: A YUK H
--- Player A's Pioneer bounces 1v1. The Pioneer unit stays alive.

Indian Territory: Diagonal Striped area
At the beginning of the game there are 4 Indian Units placed at random within the 28 striped territories. These units are invisible until stumbled upon. They are half strength units which auto-disband when dislodged. However, an Indian Unit will destroy an unsupported Pioneer. Once revealed Indian units will be displayed on the map.

-This game will be run on a 72/48/48hr schedule.
-Countries (Great Britain, Mexico, Spain, Texas, USA) will be assigned by blind auction.
-An NMR during the Blind Auction, Winter 1840 or Spring 1841 will be grounds for immediate replacement
-2 total NMRs will be grounds for immediate replacement.
-Speed deadlines will be applied when available, if you have orders to send but don't want them speed deadlined, clearly mark them provisional.

Do those builds relate to future years when it has occupied other Xs? Or am I missing something.

A few questions of my own:

Does BAH border SDO? It's hard to see with the unit there.
Are the Great Lakes impassable? Does TOR border MIC?
What happens if two Pioneers are ordered to the same space?
Presumably Pioneers do not count towards SCs=unit numbers, and if you choose not to Reform can you build elsewhere at the same time with the new SC you've just gained?

No, you got it just fine. I was referring to future years when it is in other Xs.

Yes it does

The Great Lakes are unnamed so are impassable. TOR does border MIC near where the city of Detroit would be

They bounce 0v0, because neither of them are combat units they don't disband

Any additional pioneer units would require support. If a Pioneer can build and then reform based on the new SC, then it makes sense for the Pioneer to build an SC and another city build a unit based on that SC the same winter.
