Worker's Syndicalist Union of Terra

Postby MinnesotanKaiser » 31 May 2016, 17:56

Welcome to the Syndicalist Union!

The Worker's Syndicalist Union of Terra, also known to the rest of the world as the Worker's Republic or as West Africa, is a country run by it's workers to a major extent. As a leading leftist nation in Terra and a founding member of the International Workingpeople's Association we pride ourselves with a foreign policy focused on working with those who believe in leftist ideologies and are committed to bringing more innocent people to our ranks in the internationalist movement.

Government Form: Syndicalism with a mix of parliamentarian elements
Capital: Conakry
Population: 612,723,287 as of 4870(September 3rd, 2019)
Informally Used- West African, Conakrian
Formally Used- Syndicalists
Military Size: Mostly Finished Military Details
Advantages of the Union: The WSUT has worked considerably on adjusting it's political and economic system to work in accordance with the socialist values that its held for several hundred years. Furthermore, the WSUT possesses a strong network of allies in the IWA.
Disadvantages of the Republic: The WSUT is not as technologically active as its counterparts and has held a cautious view of international geopolitics leading to a sometimes isolated country that must rely on its more powerful allies.

*West African is by far the most used, even in the political scene. This is due to the history of the WSUT which originally resided only in West Africa but now stretches to Madagascar and France. When the latter two territories were settled the original native populations relocated to other lands in the nations to which they belonged. Therefore, these two regions are now nearly fully populated with ethnic West Africans. However, this can be confusing when someone refers to France being West African. Hence, a push for a demonym that refers to something higher than the regional name of the people of the WSUT now leads to the use of Syndicalist. The usage of Syndicalist as the official demonym refers to the leftist identity of the country yet isn't entirely acknowledged or overly popular. Other cultural and political experts have pushed for another name that would stray away from geographic or political reference. The most popular demonym in this small academic circle currently is Conakrian, referring to the capital of the people of WSUT. However, this title is becoming more and more popular among the urban class in France and Madagascar thanks to the sense of identity it gives to the newer populations in these distant lands.

-Diplomatic Operations-

National Crisis Monitor
The National Crisis Monitor determines how threatened the Republic is at the time of its adjustment. The more threatened the nation is, the more security measures that will be put in place. The Supreme Council will adjust the Monitor level when need be.

Current Level: Peacetime

Monitor Intensity Levels
Peacetime- The Republic is witnessing peace in almost all aspects. No threat to its survival has been noticed. Everything proceeds as normal.
On Guard- Although no problem has yet proved to threaten the very survival of the Republic, a potential threat may emerge on trends or current issues. May include some major or vital, but not survival, interests that emerge. All reserve forces on stand by until potential threat subsides.
Active Defense- There is a clear threat to the stability of the Republic, but not the survival of it quite yet. However, if not dealt with, the threat could threaten the survival of the nation. Rationing of critical resources, increasing emergency powers of Secretary General, mobilizing of reserves, etc.
Full Scale Defense- The survival of the Republic is threatened. All reserves are mobilized and full scale rationing begins. Secretary General assumes de facto control of all bureaucratic institutions.
Imminent Collapse- The nation is on uncontrollable downward spiral. The Secretary General assumes dictatorial powers and overrides all democratic decisions. All able bodied citizens are called on to defend if need be. WMDs and other devastating forms of weaponry may be used.

Stance Measurements
Ally- Both nations hold a formal alliance and have committed to each others survival.
Positive- Although no formal cooperation agreement was made, both nations think highly of one another.
Neutral- Both nations hold very little feelings for the other.
Negative- Both nations distrust each other and show a passionate disfavoring of each other.
Enemy- Both nations are readily prepared for a war with the other. Embassies, on occasion, don't exist because of a threat to the assets needed to run one.

Cyon Imperium- Ally
The Cyon Imperium and the Worker's Republic of Terran have taken massive strides on improving their relations from being extreme enemies to active allies. The formation of the South Atlantic Economic and Material Cooperation Pact was the climax of these efforts. The Brazilian Civil War has caused uncertainty in this alliance, however. With the conflict taking an ideological twist, the conservative Imperium and the socialist Republic are potentially at a crossroads regarding their young alliance. Making this alliance more fragile, many politicians in the Worker's Republic have criticized the alliance with the Imperium, stating that the Imperium has been and will forever be the Republic's enemy at heart.
Empire of Brazil- N/A: State of Civil War
During the decade leading up to the civil war, the Worker's Republic began to shun the failing government in Brazil. When the country broke out in civil war, politicians in the Worker's Republic, including Secretary General Mathys, spoke of intervention on the behalf of socialists in the north. Talk of military intervention can be heard on a nearly daily basis in the halls of the Supreme Council.
Union of Mattibean Communes- Ally
The UMC played a major role in the creation of the Terran Republic by supplying and aiding the fledgling nation. The UMC and the Terra Republic formed the International Workingpeople's Association in the hopes of furthering their cooperation. To this day, the interests of both nations are inseparable. Embassies exist in both nations.
Sybus- Neutral
The Worker's Republic and Sybus maintain embassies but very little dialogue occurs.
URMA- Neutral
URMA has never shown much interest in West African affairs and vice versa. Embassies exist but with very little dialogue.
Mobius- Neutral
There has been much uncertainty on the stance with Mobius, but recently the two have been pretty chill. Embassies exist with much dialogue due to the immediate border between the two, as well as Mobius' international presence.
Techabaun Federation- Enemy
The Federation has opposed and rejected the Terran Republic's claim on it's own sovereignty. For this reason, both nations have declined to set up an embassy.
Phoenix Corporate Group- Ally
The PCG and the Worker's Republic maintain an alliance that has only strengthened over the past years. After the formation of PCG Terra, the friendship received a major boost as the two nations began opening up more dialogue on issues in South America.
Empire of Venus- Enemy
The Worker's Republic doesn't recognize the Empire of Venus as a legitimate country and remains a fervent enemy of them.
Asterian Republic- Ally
Asteria and the Worker's Republic maintain a strong friendship. However, the Worker's Republic has quarreled with Asteria about the young nation's behavior and actions in the region.

Terran Institute

The Terran Institute is a technological institute founded by the Worker's Republic of Terran in 4463, devoted to pursuing technologies to benefit the Republic and the inter-planetary community. It's first Director, Madame Marceline, led the Institute and its ragtag, meager staff of scientists, engineers, and bureaucrats for nine years, in which the Institute solidified its belongings into a fully fledged technological institutions.

List of Terran Institute Directors:
Nkiruka Marceline: 4463-4472
Josée Diane: 4472-4476
Nsonowa Haydée: 4476-4492
Lise Anan: 4492-Today

Current Ongoing Projects of the Terran Institute:

Terran Institute Center for Agriscience Research:
Description- The Terran Institute needs a new base of operations to stage much of its planned agriscience and biotechnology projects. The facility is located in the subtropical Loma Mountains along a shallow valley. The facility will be used to test new strains of animals and plant species and their ability to thrive in different altitudes and through other simulated tests. The facility will also test agricultural methods so as to make the agricultural sector much for efficient and inexpensive for all proletariat groupings in the field. The center will be able to house 120 biologists and 20 service personnel year round on an onsite campus.
Cost- 3,180,690,000(3 bn) cc
Time Frame- 18 months to build

Terran Institute Center for Educational Collaboration:
Description- The Center for Educational Collaboration will be a jointly led project of the Terran Institute and the National Educational Policy Application Agency. The Center, located outside Conakry, will serve as a technological university devoted to training the future generations of scientists, engineers, and intellectuals by engaging them in hands on projects and discussions with professors and sector professionals both within and outside of the Republic. Unfortunately, due to resource and campus limits, everyone isn't entitled to participate as in other places of higher learning. Students can qualify for enrollment for 4 to 6 years in the Center by getting high enough scores on the nationally set standards. As for individuals who don't get high enough standards or have already passed the Primary Educational Period of life, they may apply by paying a moderate fee and joining a queue of other applicants. The center will have campus housing and facilities capable of serving 5,700 merit selected students and 3,200 additional students, as well as 200 faculty and service personnel.
Cost- 5,250,580,000(5 bn) cc

Researched Technologies of the Republic:

*Antimatter Engines: Sublight engines, developed by the Terran Pact, with a max velocity of .6c, and a max acceleration of 2m/s^2(this acceleration gets from earth to mars in ~ 8 days, and gets to the max velocity in ~3 years)
*Warp Engines: Warp engines, developed by Mattopia, Mobius, and (now) New Hope. Max apparent speed of: 20c for commercial drives, 25c for military drives, 28c for courier/experimental small ships. (note- went up since the original development due to refinements by use).
Basic asteroid mining: Ships, and techniques, able to mine and take advantage of asteroid mining.
Life Support/Stations: Ability to build large space stations and have them be self sustaining (for air/water)
Radiation Shielding: Basic 'shielding' that blocks space radiation/tiny particles (part of the sublight engines)
Basic space weaponry: First generation space weaponry- adapting railguns to space, low ranged missiles, and lasers

Railguns: Basic railguns (range of ~250 km)
Coilguns: Basic coilguns
Lasers: Basic laser weaponry (large, unwieldy, useful for shooting down missiles, or lightly armored vehicles)
EMP protection: Basic EMP protection for military-grade units
Combat Suits: First generation armored combat suits, enhancing speed & power of the user, as well as firepower. Relatively unsophisticated.
terrasubs: 'Subs' that move through earth instead of water
active camo: First generation stealth suits, that use active camo to blend in with the background.
Light Shielding: First generation plasma shields- big, bulky, can't be moved. Good for defending static objects (aka, cities). Can withstand ~10 MT of attack before collapsing, which can vary.

Industry & Biotech & Misc
First Level Biotechnology: Able to do light bioengineering on humans (expensive, before birth slight 'enhancement' of skills). Decent biotech on plants/animals
Advanced medicine: Civilian medicine, able to cure cancer & most regular diseases
Robotic Machinery: Automatized machinery, more advanced than 2014, for use in factories.
Radiation eating bacteria: Bacteria, developed & given by Pacifica, that eat radiation (from nukes, for example)

Federation Governments

Postby MinnesotanKaiser » 31 May 2016, 18:32

The government of the Worker's Republic will be divided into three chief divisions: the People's Council, the Proletariat, and the Presidium. Additionally, there is a highly active bureaucracy.

The People's Council
The council is the key voice piece of the people and excersises much of the democratic power. The council is divided into several levels: The People, Community Council, Regional Council, and Supreme Council. Each level, except for the People, are made up of commissioners who are voted in by the level directly below them. The People vote in the Block Commissioners who make up the Community Council, the Community Councils vote in the Regional Commissioners who make up the Regional Council, and the Regional Council votes in the Supreme Council. The People's Council conducts public administration and, during times of need, exercises power over the making of needed laws. Commissioners are the voice of the people and head political affairs on a local level as well as a national level. In total, there are 51 Supreme Council Commissioners, 2,601 Regional Council Commissioners, and 132,651 Block Commissioners. Each Commissioner serves for three year terms but may be voted out at any time by the level right below them that voted them in. In the Supreme Council, matters of national administration are brought up. Additionally, there will be a Supreme Council Chairman who will be the 51st member of the council. He or she will act as a tiebreaker and will work very closely with the Secretary General.

The Proletariat
The Proletariat is the institution that protects the workers. The purpose of the Proletariat must not be confused with that of the Council. The Council is assumed to be composed of Worker's who earn their true political rights through their assignment of work, while the Proletariat is merely the internal structure of the work structure. All Proletariat-run economic assets recieve their own charter from the Presidium(described below) which provides an exact leadership structure. Each Proletarian grouping is typically run by a Worker's Assembly that then votes for a leading council to run and expand the grouping. The Working Council would also use its position to work with government officials to achieve the best possible working conditions.

The New Presidium
It is made up of the Secretary General, the Minister of Internal Peacekeeping, the Chief Inspector, the Orbital Commandant, the Chief Diplomatic Secretary, Minister of Finances, and the Minister of the Borders.

The Secretary General will no longer be appointed by the Supreme Council but will be voted in by popular vote. He will continue to act as head of all military forces. Additionally, the Secretary General will now act as the Head of State and can now issue government mandates. A government mandate is an explicit command by the Secretary General that can be sent to a bureaucratic agency or commission. Government mandates may be vetoed by the Supreme Council.

The Minister of Internal Peacekeeping is the head of the Republic Peacekeeping Forces(police force) and chairs the The National Peacekeeping Oversight Commission. He advises the Secretary General on matters of civil stability and operates the chief actions of the Peacekeepers. The Minister works his way up the ranks to this position.

The Chief Inspector is the head of The General Inspection Agency and acts as the adviser to the Secretary General on Bureaucratic Affairs. The Chief Inspector is a key translator and communications aid between both the Presidium and the Bureaucracy. The Inspector is voted into his position by the Supreme Council.

The Orbital Commandant is the head of The National Endeavor on Space Exploration Agency. The Commandant instructs the space assets of the Agency and answers directly to the Secretary General. The Commandant is appointed by the Secretary General.

The Chief Diplomatic Secretary is the key adviser on diplomatic affairs to the Secretary General. The Secretary climbs up the ranks of The Foreign Civil Service Agency, which he heads. He answers directly to the Secretary General and can be fired by the Secretary General. A 2/3 vote from the Supreme Council can overturn the fire of a Chief Diplomatic Secretary.

The Minister of Finances is in charge of where government funds and resources may be allocated. He heads the Collections Department, which is strongly under the control of the Presidium. The Minister is voted in by the Supreme Council and is the last major tie keeping all bureaucratic institutions in line with public interest.

The Minister of the Borders is head of the The Borders Protection Agency and watches over the entry and exit of individuals. The Minister works up the ranks and shares valuable information with the Secretary General on matters of national security.

The Bureaucracy

National Proletariat Expansion Administration
The National Proletariat Expansion Agency was formed with a new objective: To effectively hire individuals based on merit and to aid Proletariat Groupings in finding able workers to help satisfy their goals. The NPEA would put all citizens on a database that summarized every individuals skills, educational level, age, location, and interests. With this database, officials would then be able to assign the job seeking individuals to Proletariat Groupings that had made requests for more workers.

Terran Institute
Heads all technological projects of the Republic. Projects are funded by the Collections Department and usually aim to increase to standard of living or the survival capabilities of the people and the Republic. The Institute has considered numerous times on working with the international community to vamp up the technological progress.

The National Educational Policy Application Agency
Encompasses the union of all teachers and other educational administrators. Also works in hand with the Terran Institute and foreign educational institutions. Manages the curriculum of the educational field within the Republic so as to meet all legal requirements set by the People's Council.

The National Utilities Commission
The NUC operates key utilities such as plumbing and heating and their distribution to the citizens of the Republic along with all consuming entities of said utilities.

The National Energy Distribution and Production Commission
The NEDPC produces all forms of electricity and distributes it for use to direct consumers while most goes to the National Utilities Commission for use by citizens.

The National Healthcare Union
The National Healthcare Union is very similar to the National Educational Policy Application Agency. It encompasses a massive union made up of all the members of the healthcare field. The National Healthcare Union also works very closely with the Terran Institute on the application of up-to-date methods in healthcare as well as providing statistical information from its own duties for the use of the Institute. Of course, its most crucial duty is to provide free, effective healthcare for all of those who need it.

The General Inspection Agency
The General Inspection Agency serves as the key vocal piece between the Presidium, the Supreme Council, and the Bureaucracy. It's main duty is to reduce confusion over actions of individual groups and to make coordination a viable option.

The Communal Asset Management Agency
The Communal Asset Management Agency is the chief administrator and distributor of government property such as houses, minor transport devices, and all other parts of the free living package, excluding utilities. All assets are produced by the agency and will go into service for the citizens of the nation but will never be truly owned by the individual. Upon death or disuse of the asset in question, it will be returned to the direct ownership and management of the Agency.

The Borders Protection Agency
Operates all active border check points both on land and sea. Watches over questionable individuals who show signs of being a threat to civilian or national security. Has authority along with the Foreign Civil Service Agency to issue permits to leave or enter the nation. The Agency may also forcefully expel any member of society with permission from the Secretary General.

The National Peacekeeping Oversight Commission
Serves as the administrative board of the peacekeeping force in the nation. Has power to authorize investigations on subjects of interest with a warrant from the Supreme Council Chairman.

The National Labour Union Guardian
The National Labour Union Guardian is the chief guarantor agency of fairness in proletariat practices. The guardian agency holds individuals in all proletariat groupings, including bureaucratic unions(healthcare, education, etc.), that work closely with the worker assemblies on matters that include their rights as workers, voting powers, and worker outreach programs. These officials are seen as the experienced individuals who can answer most if not all questions. Additionally, the Guardian helps create Proletariat Charters that will define the internal laws and rules of the groupings. Overall, the National Labour Union Guardian plays an indispensable role in worker protection and aid.

The National Endeavor on Space Exploration Agency
The Space Exploration Agency is a facilitator of early government efforts to go into space and to expand current infrastructure and assets so that future space interests may be pursued. The Agency owns all space related assets and uses its designated funds to expand these assets. The Agency works very closely with the Terran Institute on research and statistical information.

The Foreign Civil Service Agency
The Foreign Civil Service Agency employs all diplomatic and security personnel needed in overseas diplomatic operations. The most experienced diplomats and security personnel will have the opportunity to work their way up the ranks to help advise the Secretary General on decisions in Diplomacy and the placement of FSOs.

The National HyperWay Operational Management Commission
The NHWOMC runs the National HyperWay and guarantees that it remains in peak condition. Rates for certain services are decided by the Commission's Leading Board of Directors. These rates adhere to a strict set of rules defined by the Supreme Council so as to limit abuse of power by the Commission.

The Inter-Regional Trade Oversight Agency
The Inter-Regional Trade Oversight Agency has the responsibility of ensuring fair trading practices between the Proletariat Groupings of the nation.

The Election Oversight Commission
The Election Oversight Commission is a non-biased institution devoted to providing election facilitating services such as vote counting, debate coordination for Secretary General elections, and voting station operation.

The National Archive Preservation Commission
The National Archive Preservation Commission holds all information related to the bureaucratic agencies and commissions. It also possesses the civilian database and updates it bi-annually. Select information of the Archive can be accessed by certain individuals based on special permission or the right to access entitled with their position. No individual may access all information, except for the Secretary General in the case that the National Crisis Monitor hits the Full Scale Defense level.

The Public Interest Commission
The Public Interest Commission publicizes all publicly acceptable information and statistics from the bureaucracy in a publicly accessible database. It also works to promote government transparency so that the average civilian can tell what members of government are trying to do.

The Environmental Asset Records Agency
The Environmental Asset Records Agency serves as the steward of all environmental assets such as national forests, mineral rich regions, etc. Its main duty is to protect public lands and guarantee legal practices by Proletariat Groupings and the people in their dealings with natural resources. (Think DNR)

The Government Ethics Office
The Government Ethics Office makes sure that no government agency, commission, elected body, or other government entity is infringing upon the legal bounds or rights of another entity of government. The Office also guarantees equal and legal treatment of all independent news agencies in their efforts to legally publicize government actions.

The Commodity Consumption Commission
The Commodity Consumption Commission makes sure that all Proletariat Groupings that provide a service or good are following laws and rules on quality of their product.

Culture of the Republic

Cassava and plantains are significant parts of West African cuisine. A type of corn paste called aitiu is used to prepare corn balls, and peanuts are widely used in many dishes. Attiéké is a popular side dish in West Africa made with grated cassava and is a vegetable-based couscous. A common street food is alloco, which is ripe banana fried in palm oil, spiced with steamed onions and chili and eaten alone or with grilled fish. Chicken is commonly consumed and has a unique flavor due to its lean, low-fat mass in this region. Seafood includes tuna, sardines, shrimp, and bonito, which is similar to tuna. Mafé is a common dish consisting of meat in a peanut sauce.

Slow-simmered stews with various ingredients are another common food staple in West Africa. Kedjenou is a dish consisting of chicken and vegetables that are slow-cooked in a sealed pot with little or no added liquid, which concentrates the flavors of the chicken and vegetables and tenderizes the chicken. It is usually cooked in a pottery jar called a canary, over a slight fire, or cooked in an oven. Bangui is a local palm wine.

West Africans have a particular kind of small, open-air restaurant called a maquis, which is unique to the region. A maquis normally features braised chicken and fish covered in onions and tomatoes, served with attiéké or kedjenou.

Rice is a staple in the diet of residents near the coast and millet a staple in the interior. Fruits and vegetables are commonly eaten along with cereal grains. The Portuguese encouraged peanut production. Bambara groundnut and Hausa groundnut are also grown. Black-eyed peas are also part of the diet. Palm oil is harvested. There's a bunch a fragment sentences for you and I don't care. :P

French, the official language, is taught in schools and serves as a lingua franca in the country. An estimated 65 languages are spoken in West Africa, including Portuguese Creole, and English. One of the most common is the Dyula language, which acts as a trade language, as well as a language commonly spoken by the Muslim population.

Religion in West Africa remains very heterogeneous, with Islam (almost all Sunni Muslims, with some Ahmadi Muslims) and Christianity (mostly Roman Catholic with smaller numbers of Protestants, primarily Methodists) being the major religions. Muslims dominate the interior and present day Senegal, while Christians dominate the southern coastline. Christians and Muslims each make up 35 to 40% of the population, while an estimated 25% of the population practice traditional (animist) religions.

West Africa is known across Terra for its musical heritage, due to the popularity of cosme, which originated from the Serer percussive tradition especially the Njuup, it has been popularized by Chinwe Antonin, Temitope Ameqran and others. Sabar drumming is especially popular. The sabar is mostly used in special celebrations like weddings. Another instrument, the tama, is used in more ethnic groups. Other popular international renowned West African musicians are Killian Olamilekan, Émeric Rodolphe, Aubin Armand, and Florence Cyril.

Hospitality, in theory, is given such importance in West African culture that it is widely considered to be part of the national identity. The Wolof word for hospitality is "teranga."

One-third of married West African women between the ages of 15–49 are in polygamous marriages with one husband. Meanwhile, one-fifth of married West African men between the ages of 15-49 are in polygamous marriages with one wife. Customary law allows West Africans of whichever gender to have up to four spouses.

I'm glad to see that you're still active, MK.

Everyone else seems to have ghosted off for a while. Makes me a sad and lonely fellow.

I'm here. Judged changed governments, so probably should do something with that, but haven't.
