The kingdom will use its Cairo fund to help its citizens and to build hospitals, but will deny its demand for co-operatives, The kingdom will use the funds gained for for state run hospitals. The kingdom will use the its power and taxes collected from the non nobility wealthy to help fund the development. The kingdom already provides free healthcare for all its citizens. If the UMC would like to send Deseret aid personally, then concession can be made to this.

It is my understanding that the Cairo funds would not be managed by the Kingdom of Deseret, but by Cairo representatives working in concert with your government within the limits agreed to.

If this is the kingdom's stance, the UMC will vote in favor of Cairo funding medical improvements for the general citizenship, but against any industrial or economical ones, which will be going to line the pockets of the rich and nobility per the Kingdom's decision.

In terms of the UMC's aid budget, the Kingdom of Deseret is welcome to contact us about inclusion within the UMC's international development fund, currently estimated as the equivalent of 4 trillion CC for this year.

I believe discussion has closed on the previous proposal, and funds from both cairo and various members sent to Deseret.

Not said in the above, but we need to identify every active Council member. I believe its Mobius, Mattibea, and Cyon. Part of the SG's duties will be to record any additions to the council (but he/she has no ability to impact those additions.)

While deeply concerned with the events in Guatemala, Ceona chooses to abstain from the vote. We will firmly and vehemently support whatever decision the League reaches on the subject with all the resources available to us, however, we will not cast a vote on this issue at the present time.

The UMC representative to the League of Cairo will be voting in favor of the motion presented by our comrade in the Workers' Syndicalist Union of Terra, with a preference for the 6 month period being more than adequate for the Asterian occupation to extricate itself.
