The Family and More on Marriage

The government, believing it has determined the most beneficial system for the nation, is very controlling of the model which it has built. Adultery is illegal, due to the danger it poses to the perfect system of organized relationships the SSC has crafted. Divorces, similarly, are not allowed as a possibility.

Marriages between foreigners working in the empire are not opposed, but Mattopian marriages are eyed with particular suspicion, after several stories of Mattibean operatives attempting to sneak missiles with exceptionally large warheads onto the planet by alleging that they were married to said Mrs. Tomahawk. Missile rights are not especially advanced in the Empire of Venus.

Other non-mainstream behaviors are forbidden as well. Ranging from polygamy to incest and bestiality, attempts to buck the arranged marriage system are met with criminal charges. Interracial sex is only legal within the confines of the few marriages where the Lawful Good protocol has determined that a foreign spouse is best for a Venusian citizen. Public nudity is, surprisingly, allowed, albeit only in certain areas. Public breastfeeding is allowed everywhere.

Any Venusian couple, however, is permitted to have or adopt a child. If they are determined to be mistreating the child, a gentle warning that the SSC is watching them all the time, and as junior citizens of the Empire, the children are under their protection, usually suffices to convince the parents to treat their children better. In the simple case of lack of knowledge, information and resources will be quickly provided for the citizenry.

The Venusian Church

The Venusian Church approves of the SSC’s doings in pairing off the youth. The highly conservative religious group disapproves of sex before marriage, and the remarkably early marriages of Venusian youth drastically cuts down on premarital sex, as does the knowledge that your soulmate is just a couple years away.

The Church’s massive influence as the sole organized religion on Venus has a tremendous impact on the laws of the empire and the lives of the Venusian people. The church’s stance against prostitution and pornography makes both impossible to find on Venus, as does the puritan stance against drug usage (alcohol, due to its centrality in Venusian life and its use in religious ceremonies, was allowed to remain).

There are few instances in which the church was not allowed to have its say. The one rare example was the refusal of the government to introduce penalties for blasphemy. They are also taxed, as other religions. But the Venusian church has been given significant privileges over other religions in most other respects. They are allowed to advertise themselves and send missionaries, but other religions are not. And Venusian religious garb is allowed, while other religious clothing isn’t.

Government

The Empire of Venus is run by a hereditary emperor and a bicameral legislature. The country is federalist, with subnational Duchies and Provinces enjoying significant autonomy in the Empire.

The Emperor is the firstborn child of the previous Divine Monarch, the gender of the heir doesn’t affect the succession. The Emperor is the honorary commander-in-chief of the military and wields enormous practical and symbolic influence. The Divine Monarch holds the Grand Duchy of Astarte directly, and has the power to grant other ducal titles so long as the new title does not overlap with the territory of a previously-granted duchy. Both the monarch and dukes can grant the title of count, which is hereditary but does not come with administrative power over a region, as ducal titles do.

If there is no heir left in the Imperial line, a Conclave of Nobles, consisting of all Dukes and Counts will choose a new leader, with the Dukes having ten votes and Counts having one.

The national parliament is bicameral. The Planetary Assembly, the main branch, is made up of the First and Second Assemblies. The First Assembly is made up of 15 popularly-elected representatives from each province, for a total of 605, while the Second is 205 Venusians appointed by the monarch, for a total of 810 representatives in the Grand Assembly. The Planetary Assembly is tasked with creating and repealing laws. The Senate, 205 popularly-elected members, holds sway over the monarchy. It does not create laws, and only vetoes them. Representatives have a salary of 175,000 CCs.

The head of the parliament is the Governor General, appointed by the monarch but approved by both chambers. Proposes laws and manages the activities of the legislature, while acting as an advisor to the monarch. The Governor-General has a salary of 250,000.

The monarch is able, in times of emergency, to create and pass any legislation necessary, but the Senate and Grand Assembly can repeal such legislation with a ¾ vote of either body. The Senate can also deny ascension by ¾ vote, or impeach a monarch with a unanimous vote.

Duchies are composed of some number of provinces, which each have a legislature that mirrors the Planetary Assembly in structure and power. There are 41 provinces on the planet but far fewer duchies. Provinces are run by governors, who are appointed by the monarch and in turn appoint the provincial Second Assemblies.

A final important elected office is that of the Commissar, head of the State Security Commissariat. The Monarch first nominates a list of names, which is then narrowed down by the Senate and Assembly, and then chosen in a general election to serve a single fifteen-year term. The SSC also has a Council of Oversight, who votes on SSC affairs, with one representative each from the legislature, monarch, SSC itself, and people. The SSC also has direct control over the Ark City.

Eta Cassiopaie Republic:

Founded in 3960 during the Second Wave, the Eta Cassiopaie Republic is now one of the most prosperous of Venus' colonies. With almost thirty million colonists living on its surface, the ECR is mainly known for medium industrial production and mineral resources. However, it is also developing shipyards.

Sirius Republic:

The colony here has been incredibly successful due to the Earthlike nature of the settled planet. With a breathable atmosphere, fertile soil, and warmish temperatures, the first city, Zhu's Hope, holds over 3 million colonists. Prosperity and good luck are definitely the trend for the future of the Sirius Republic. The current population is around 50 million and still climbing due to large amounts of immigration from Venus. A self-regulating and fairly prosperous economy make the Sirius Republic a point of particular pride. Exports are mostly agricultural.

Santa Rosa

Santa Rosa, a near-Earth planet, was attacked during the mysterious Pirate Wars. Now, it has returned as the ORA's primary fleet anchor point. Forbidding military installations dot its surface. Santa Rosa is known for the antimatter mines operating around its nearby gas giant and its mining of rare radioactive ores. A business in salvaging parts from the hulks of downed ships also exists, spurring tech start-ups.

Lalande 21185 Republic:

The other Earthly planet settled in New Hope's Second Wave of colonization, the world known as Horizon is warm, sticky, and covered in relatively dense jungles. 20,000 people landed in the first wave, but by now with massive additional colonization and investment this population has climbed to almost 60 million. This is truly the jewel of Venusian extraplanetary expansion. Exports include rare xeno-woods, unusual elements, edible offworld plants, luxury goods, hand crafts, light industrial products, and starship parts.

Altaiir Republic:

While Lalande 21185 and the colony of Horizon have a bright long-term future, the colonial project centred around Altaiir is the first New Hope colony and holds a special place in the hearts of many. Altaiir's main planet, Esperance, has a population of around 1,300,000. It has a spacedock, and significant infrastructure built around grounded freighter spacecraft. There are fairly large operations in the system's outer debris field, and several of the dwarf planets in the far reaches of the system have been transformed into shipyards owned by Venus United Hulls, producing space vessels independently for the MED. It is, in fact, one of the largest producers of warp-capable civilian spacecraft in the galaxy and the home of VUH's exceptionally popular freighter series. Significant investments by the URMA don't hurt either. Overall, this system's prosperity is a major contributor to the nation.

Other Colonies

Not all worlds are cut out for full-on colonialization. Instead, many provide benefits without huge populations.

Van Maanen's Star

Polyphemus, the single blasted and radioactive world orbiting this star, is totally uninhabitable. However, this does not inherently stop profitable enterprise. Automated mining of its radioactive ores and heavy metals is already a decently-sized enterprise, and this Hellish world's satellite provides a useful and lucrative source of Helium-3.

Barnard's Star

Home to a gas giant and an Earthlike and habitable world full of alien life. This one has possibilities. A cloaked monitoring station has been set up in the system's outer edges, and the gas giant is being exploited for antimatter. Furthermore, it is a mecca for sociologists seeking to discover what all those aliens are doing.

Procyon:

Due to the lack of any actual planets, the Procyon colony is solely made up of Fedele Station, several decommissioned freighters in orbit around a gas giant which has been named Antaeus. For a long time, Procyon was deeply unprofitable. However, the antimatter stations deployed in the gas giant's upper atmosphere have become great sources of revenue. Asteroid mining in the belt also yields serious income, and its remoteness lends itself well to secretive military projects.

- The 1st planet has life! However, it is not sentient. (For realistic-ness let's say this planet is 80% water and all land is essentially islands). Nearly all life is small and reptilian or some sort of alien bird. They seem to be mostly omnivorous, but some do feast on the alien fruits. Estimated Colonist Population: 20,000
- The 2nd planet is uninhabitable due to it being too hot to sustain life. It is a gas giant.
- The 3rd planet dons an Earth-like atmosphere. (It is predominantly dry and grassy with lots of deep caverns near volcanoes. Think the Sahelian region of Africa with lots of holes and breaks in the ground) Estimated Colonist Population: 3,560,000
- The 4th planet is very Earth-like as well. (It seems to be less physically diverse however, with a large supercontinent being the biggest feature. The coasts are very Mediterranean while the interior is very eclectic, with lots of mountains, forests, along with deserts and large lakes.) Estimated Colonist Population: 7,00,000

The Empire of Venus has removed the restrictions on searching ambassadors upon entrance to diplomatic events. Now, personages such as the Baunairi ambassador will be required to submit to screening before meeting high-level Venusian officials. This is enacted in response to the ambassador of Libertatia, a Venusian client kingdom, murdering the entire government with the aid of such a loophole.

Noble Republic of the Littoral; population ____ million, Venusian. The Littoral Republic is dominated by a few powerful merchant families, which have declared themselves Lords of the Realm and, despite competition among each other economically, generally work together politically. The wealth of the republic comes from trade. Despite having smaller ports than their imperial neighbors, they are responsible for the majority of the seaborne cargo across the planet, and even have a small navy of their own.
Duchy of Petryushka-Ofrets; ______ million, majority Venusian.
Region 19 (unnamed); population ____ million, Venusian.
Region 20 (unnamed); population ____ million, Venusian.
Region ? (unnamed); population ____ million, Venusian.
Region ?? (unnamed); population ____ million, Venusian.
County of the Far South; population _____ thousand, Venusian. A thinly-populated region, settled by intrepid settlers from the old Republic of Venus. The isolated settlements rely quite heavily on external trade to survive, and the economy is primarily based on resource mining. Ruled by a rather eccentric count, who has relatively little actual control given the vast distances and low state resources.

Why is Venus so bad at stuff?

OOC: Loosely inspired by Kingpie's recent series on Baunairi culture and stuff under a single heading, this series aims to explain why is Venus actually shit. As a quick refresher, the bigger nations in CYOC are governed by a mix of BoSS rules, OOC agreements, a more stringently applied common sense rule, and just self-restraint to stop our populations, GDP, tech, etc, from ballooning to stupid levels like they used to.

Venus is a country that has a fairly large gap between what it might be without those restrictions and what it currently is, especially in terms of population. But rather than hand-waving it and just saying "these are the accords, this is how it is," I think it's an interesting world-building and lore-writing prompt to explore why Venus, which has the entirety of a Big Three planet and the largest colonial posessions, is so underpopulated and poor. Mobius has done a really good job at this with their census literally tracking how many calories their citizens eat, and Sybus worked on their GDP distributions to match their flavor with the agreements (which we ought to make a name for), so Venus is stepping up.

Don't actually feel like writing an entry after this explanation, but I'll be working on this for quite some time as a way to explore Venusian society more and shift parts of it in a new direction, while reviving old threads and deepening the explanation of already extant parts.

Members of the UPF (WIP)

Venusian Soviet Federative Socialist Republic - first-level entity, contains the majority of the land on Venus proper. Very ideologically diverse. Within the mega-culture of Venus, it contains several cultures, namely Argentine, Cytherian, Pallisian, Jerseyan, Cossack, and Nomad. All have their own rarely-spoken languages, with Venusian being far more prevalent. The reintroduction of the old three-language standard aims to change this, with all Venusians learning not only Venusian, but the language of their native language, and then either an additional Venusian language, or a selected strategic foreign language. A Planetary Assembly made up of representatives from each region legislates for the country. Each Republic has a certain number of seats weighted by population, distributed according to the electoral rules of the republic in question. A supreme court ensures that they're fair, but broadly, the western regions use MMP, the northern regions use FPTP, and the eastern regions use list proportional representation. Given the immense size of the legislature (100,000, or one representative for every 28k), the government has a lot of responsibility to coordinate.

- Ironhill Soviet Republic: The ISR features a central command economy centered around natural resources and the spacecraft industry. The various unions elect members to represent them in a central Soviet, which then selects a nine-member central committee. The ISR has mandated provincial service for its young people in either the regional militia, or increasingly, public works projects like roads and such. A strongly multiethnic region, the ISR has declared Cytherian, Pallisian, and Argentine protected languages, while it uses Venusian for most government business.

- Radical-Egalitarian Great Western Horde - A near-anarchic collective of nomads, often called Cossacks due to their relation to the historic eastern European people. Direct election for a Hetman, who acts as more of a diplomat for the group in discussions with the Federal government than an actual ruler. Declaring the Horde culture a voluntary nation, they've adopted Venusian as the official language of government, but the spoken language is a relatively distinct dialect, influenced by Argentine more than the national standard, with several of its own peculiarities. Allows any member of the Great Western Horde abroad to unilaterally declare themselves ambassador and speak on behalf of the horde. This is very annoying to the UPF when a belligerent Cossack (perhaps even drunk) makes a pronouncement in a Mobian bar on the undying enmity between the Pacifican and Cossack peoples on account of their poor beer, and declares war. While all such "treaties" must be ratified by popular vote of all full members of the GWH, they're still annoying for the central government. Additionally, they don't really believe in the concept of borders, despite the quite generous ones granted the horde, and demand any GWH member on trial anywhere be tried by horde law, and not settled law. Very few things are illegal by horde law, causing issues with neighboring republics. But in the name of diversity and freedom, their quirks are allowed to slide by the government of the UPF and VSFSR.

Pallisian Soviet Socialist Republic - While the Pallisian culture, never strong, was suppressed in the past, remnants of the original Pallisian population and accompanying culture still exist in the heartland of what was once the Duchy of Cordoba. While Venusian is far more common than either the Pallisian or Argentine languages that used to be common in the area, Pallisian is enjoying a resurgence under the auspices of the Ministry of Culture, Language Preservation Subministry. Delegates to the Republican Soviet are elected based on mixed-member proportional representation. The PSSR's main problem is that their people's historic fascination with space means that their citizens are constantly trying to fly out and establish new lives in the PREU or neutral systems on behalf of the PSSR, and this trend among Pallisians means that the province is becoming increasingly Argentine (who generally follow the rules and learn Pallisian while there, but conduct business exclusively in Venusian and continue to pass on Argentine to their children).
