Perhaps you could put a positive spin on the goal by 'restricting access' to the game you intend to create?
By clearing stating the types of players you are seeking in the game description and in any advertising you do for the game, and perhaps by controlling password access, you could theoretically 'exclude' anyone you like. There are already many 'access restricted' games such as Ambassador Only games, games restricted to various Classicist levels, etc. There are games that are being played only in certain languages (French, etc.). And, of course, the tournament games all operate under their own rules regarding player qualifications.
There is probably a limit as to what you can restrict but I am sure complaints will be heard or the game will go unsubscribed if something unreasonable is demanded.
If you are trying to exclude players who surrender (or restrict access only to those who have not surrendered, Ambassadors Only setting should be sufficient.

I have no desire to play with people that have intentionally surrendered.
Of course as I'm casting this stone, I should probably look back to see if I've ever surrendered. I honestly don't think I've ever consciously and intentionally surrendered. Possibly when travelling; hard to make a 12/24 hour deadline when you're on a 20 hour flight? And I do think I may have accidentally hit the surrender button once in the propose draw/status window - did I say I'm an oldie?
In relation to the last one, is there a way to reinstate a surrendered player?
