Removing Retreat Phase for Auto-Surrendered Powers

I've been playing a game and one of the parties ended up missing multiple turns in a row and was auto-surrendered by the AI. Now every time we force one of their units to be displaced, we have to wait through an entire retreat phase.

Is there a way to bypass this phase?

Yes, there is. Click finalize!

I know you, personally, have no orders to finalize, but if you click finalize and the only powers that need to enter orders are in civil disorder then the turn progresses.
