You cannot create a new game

I currently have two active games and I try to create a new game, but it tells me:

You cannot create a new game because you have reached the maximum number of 3 games. You will be able to create games when the new games will become active!

But that limit is three games. I am in two games both of which I didn’t create. Now I want to create a new game.

I see you went Premium, so problem solved.

What may have happened is if you are eliminated from a game, you can choose to stop following that game till it ends. You're not surrendering, but the game does not appear in your "active games" tab anymore. As far as the platform is concerned, however, you're still involved in that game, even if you've been eliminated from it. It remains so as long as that game is not officially finished.

There is a game I was Turkey and all that remaining of me was Syria with no army or fleet remaining.

I clicked ignore. What else can I do to create a game except for going premium which I haven’t yet.

You count as a player in a game until the game ends even if you no longer have any units or centers in the game. Unfollowing the game doesn't remove it from your list of three. That only happens when the game actually ends (through a victory or draw by the remaining players). The only way to add a new game, as far as I know, is premium membership.
