This is the place to comment on how your resource expansions are going.

Feel free to be happy, or ragequit. Just don´t piss someone off, or you will be invaded. (I got a secret mercs gang, they know how to fight)

Do you just roll a die, and check to see what happens? How do you decide all the chance things?

I decide a somewhat arbitrary percent chance to expand, typically a greater chance than 50 %, and use random.org to see what number out of 100 is scored. I am working on a system right now.
