The answer is yes, and two examples:
1. Consideration HAS been given to Colonial Diplomacy becoming a map on our site. A large amount of consideration too. As you know, the site is run by volunteers. When super dipsy (the developer) has enough time, he adds another variant to our site. Thus far, we have gained: Milan, Ancient Med, 1900 and most recently, Versailles. For at least 1900 and Versailles, the sites Premium members were invited to propose variants and then vote for which variant we want. When Versailles won, the vote was tight and Colonial was second!

Next time dipsy is ready, Colonial will be up there for sure, it remains to be seen whether it will win the vote or not...
2. Colonial has been played on the forum many times. In our DVFG section (Diplomacy Variant Forum Games), many site members play all kinds of variants. One site member acts as a GM and the players communicate via PM's. Next time a Colonial game runs, you could sign up.
However, it is unlikely that Colonial will run any time soon, for two reasons:
1. Two games ran in the Winter/Spring just gone. I was in one of them actually.
2. The DVFG section is very quiet of late. Our moderator, Pedros, is also away for the time being.
To conclude, I think you are actually wrong about Colonial. Pretty much everyone who plays it on this site has the same opinion; it is VERY fun to play and extremely exciting. However, the end game gets bogged down by many stalemate lines which ruins it slightly. In addition, balance is very suspect.
I am sure that you can enjoy Classic, 1900, Versailles and many variants in the DVFG section too.
