Yes...its a DIAS ... so survivors when the draw is accepted.

So, assuming everybody else had accepted the draw, had Thor rejected the draw, it would have been dead, while it would have passed if he hadn't replied? That's weird, since not replying should be the same as rejecting.

A draw with a different number of players is clearly a new proposal, even if both are DIAS.

I do know what they say. You don't read them properly. We've (not only me) been through this several times.

But, since you want it spelt out yet again:-
When the draw was proposed (for all survivors) Austria was included in it, and had he voted it would have counted.

Now he's eliminated so he isn't a survivor any more so he wouldn't be included any longer. He doesn't now get a vote. But if you hadn't rejected it it would still be live because nobody had vetoed it. Austria would now be irrelevant.
