Yep, he left. And I would actually prefer it if you could take the Netherlands. Or Germany. Or the Ottomans. Or France. Or Spain. Because we have a lot of countries more important than Belgium that should be filled.

You can take the Netherland and enact legislation to unify the countries completely, but you will have to fight a small rebellion.
