It looks quite solid, but what is the point of occupying provinces if one does not gain any resources from it?

Basically because of my Militia ruling neither country will gain resources from occupation (the people in the area either refuse to work or are in the militia) when it is conquered then the conqueror can start calming down the population and start gaining resources again.

Industry?

If someone controls a province I don't think they need all of its cities... I think they just need to cut it off from the rest of an empire. Lets say you are encircling a city, no way will it still provide resources for the defending empire.

Militia will be raised so no res would be produced anyway

Industry?

Doesn't exist.

I want people to fight over land and get a winner not get bogged down with industry. That may be what made empires but it also stalled the game. I will allow investments into a city to make it's output more economical.

There needs to be a way to increase money to build roads and troops and stuff though.

We could simplify the system and have a power ranking, and after every year more gold is generated by each country, based on how powerful they are.

Basically, it's a simple simulation of GDP. If you were unscathed by war that year among other things, your economy grows more compared to the rest of the world.

I feel that is slightly unfair... What if England goes to war with a little nation. The little nation is already in a tough spot... now its completely helpless. Plus that's hard to decide exactly. I think the current system is simple and good.
