What part of it do you not understand...

And believe me, I get your confusion....I had to read them like 3-4 times to figure it out myself....So I could feel confident in GM'ing.

Well, if you bid for one power, does that bid stay forever? Or is every point removed after each year?
The way I read it it was that IP's stay forever in a 'box' but if you loose a SC 3 IP's go away... or something.

Ok, that's a great question.

I will take you through a simulated round of how it will happen...cause like I said, it took me a while to get it. But once I got it, I loved it, and really wanted this to play.

Ok, so lets pick the game up somewhere in the middle after you have all been playing for a while. Every player gets 4IP (influence points) per SC their major power has to bid on minor powers.

At the end of builds, I will tell everyone how much IP you have to spend for the bidding. Also, I will do all the adjustments, which will go like this.

So during builds lets have these be some sample minor power totals

Sweden-
Russia (24 IP)
France (23 IP)
Germany (13 IP)
England (7 IP)
Italy (1 IP)

So the first thing I will do is take away half of all the IP's rounding up...So the totals would then be like this

Sweden-
Russia (12 IP)
France (11 IP)----Would have caused a tie for the lead rounding up, so its rounded down
Germany (7 IP)
England (4 IP)
Italy (1 IP)----Cant go lower, until someone else starts to reach 1

Then the leading power (Russia) gains 3 for any SC's that Sweden gained, and loses 3 for any SC's lost...so lets say Sweden gained 2 SC's this year. So then it would look like this

Sweden-
Russia (18 IP)
France (11 IP)
Germany (7 IP)
England (4 IP)
Italy (1 IP)

Then people would bid. This is what Im planning to tell people. I will tell people how much influence they have for every minor power. I will also tell people how many IP's the leader has at the start of bidding. So for the above example, I would tell Russia that he is leading with 18IPs, I would tell France he is in second with 11 IP and the leader has 18 IP, I would tell Germany they are in third with 7 IP, and the leader has 18 IP...etc...etc. So if you are leading, you have no idea how much you are leading by...so you may already be up by 10, but not know it, or you may only be up by one. Ah, the perils of leading.

After the bids, I will just PM people with the minor powers that they control.

That is how it works. Sorry it's so complicated, but it gets easier after a few rounds of bidding. I played this FtF once (an older version) and we had to do one fake round of bidding with randomly assigned powers to get the hang of it.
Also, remember that Russia cannot bid more than 12 IPs on one power in 1933, because otherwise they could be guaranteed control of any minor power. I decided they needed the extra influence from Arkhangelsk (the only build center to give IPs) because they almost directly border 4 Minor powers, 2 of which have 2 centers, but them being guaranteed anything undermines the bidding system.
Thanks for using the optional rule for concealed Minor Powers. That was one part I couldn't test in FtF, but really want to try.

The IP's you gain?...do you mean that you gain from picking up an SC...They dont stay forever...for my example If no one bid anything on Sweden, Russia would have maintained control, but then the following year, his influence would have been down to 9, because the IP's you "gain" from picking up SC's would still decay like all other IPs
