I would like to know if it is possible to support an army which supports another army.
For example if the orders :
CONSTANTINOPOLE SUPPORT ROMANIA
ROMANIA SUPPORT SERBIA
are valid and have efFect.

Yes, as long as they aren't moving...they can be supported to hold (even if they are supporting or convoying.)
