That makes the most sense. The country cutting the support wouldn't change to a hold or anything just because it is being attacked. I will let my ally in my current game know that his strategy doesn't work how he thinks.

Sometimes "allies" will intentionally promote bad information...

I think that the rules should be amended so that a support hold can prevent the cut of support, because the unit supporting the hold should defend in place of the supporting unit while the supported unit can give its own support.

It is certainly reasonable to design a variant that has this modification and maybe others to run as a Play-By-Forum game. If people really love this variation and it gets played often, then it is quite possible that down the road it could be incorporated into the automated system.

However, you will never see it replacing the rules in a standard game. The boardgame is over 50 years old and is still played in many F2F tournaments each year. There are also several other Diplomacy sites. So, the plain vanilla rules should be followed and be the same everywhere (minor nooks and crannies aside).
