I'm going to give this one some time to fill as I've already got a few games going.

Anyways, I think it's easy to forget that in a lot of countries around the world the state doesn't control the country. In many countries there are armed groups that control territory that bear no allegiance to the state. They may be rebels or they may in fact be ambivalent towards the official government so long as it isn't bothered by it. Congo in the mid-90's through the mid-00's and even today fits that situation well. During that time period the government in Kinshasa was supported by several African countries, among them Angola (who wanted to fight their own rebels that had fled into Congo). These foreign governments were at first welcomed by Kinshasa, but welcome was quickly outstayed. Meanwhile rebels from Rwanda and Uganda had also fled into Congo and were using it as a base to stage border raids and attacks. Uganda and Rwanda invaded and even supported rival anti-Kinshasa rebels in their attempt to fight the displaced rebels who had set up camp in Congo. In short it was a colossally anarchic mess where few felt secure or safe known as the Great African War.

The players are:
Angola Congo FDLR (Forces Democratique de Liberation du Rwanda) MLC (Mouvement pour la Liberation du Congo) RCD (Rassemblement Congolais pour la Democratie) Rwanda Uganda Ugandan Resistance Army UNITA (Uniao Nacional para a Independencia Total a Angola)

That's 9 players. 50%+1 of SCs required to Solo. 44SCS so that's 23 needed to solo.
Rivers inhibit the movement of armies which can only cross them with the use of a bridge. Fleets can cross rivers at any point but cannot move inland. Fleets can sail into Lake Tanganyika and conduct convoys across the lake.
Build in home centers only.
Game will be run on a 3/2/2 schedule.
Any NMRs during initial Winter, Spring or Fall of the first year results in immediate replacement and a restart of the respective season.
Any 2 consecutive NMRs or 3 total NMRs results in replacement.
Any mistake in adjudication if caught within 1 season will be fixed; if it is not caught by then, it will stand.

This looks very interesting. And with June as the earliest start, count me as interested in playing. It's sad to think the DRC is still in terrible state of conflict even now.

Just to clarify what is probably obvious but it's been a long week and I'm tired, fleets can move through territories adjacent to rivers but only in the direction of the river? And they can support armies/fleets across the rivers?

Sounds interesting, though I'll have to see what things are like when summer comes. One question: can support be given by armies over bridges?

Yeah, fleets can move along the river and cross without the need for a bridge and they can support armies across bridges.
