It is just a Gunboat Tournament, so you only need to know some strategies and you should do fine :)

We are up to 12... two more and we could start.

Yeah, I think the more, the merrier, with gunboat. You just need to know some basic strategies. A tactic that I like for gunboat is communicating with other countries by issuing impossible support orders. "Army Paris support Berlin to London'' is an example. But the most important part is don't NMR and finalize.
