How are neutral SCs being done? Are there any? I'm trying to work on Australasia, so I don't know if I should include New Zealand as an SC or Papua New Guinea.

Sticking with the side of accuracy to reality, here's a preliminary land map for Australia:

There will be neutral SCs, at approximately the ratio 2:1 home:neutral

The positioning is up to the person who designs the area

So is that ratio per region or worldwide?

To The Doctor - Yes

To nickjb3 - that shoudl be alright, although may I recommed, because this is meant to represent the world today, the SC in Anchorage is moved to, say, Whitehorse in west Canada, whilst the SC in Brazil is moved to, for example, Paraguay or removed. Remember that we want to encourage Brazil to get into conflict with the Arab league, the EU or the USA as quickly as possible.

Okay, I didn't know that we wanted Brazil to come into conflict ASAP. I will remove the Brazilian SC.
