Draw proposals now announced in Gunboat games

A small change. It was pointed out recently that Gunboat draw proposals are not announced in the Public Press. This is a historic thing, and an inconsistency. It may also help make players aware there is a draw proposal in Gunboat games, since it triggers a PP unread post. So the change is now made. All games will now announce draw proposals.
