Removing the 3 minute agony

As part of the new code load which will be put up soon to deliver the new Hundred variant, the 'no finalizing within the first 3 mins' agony is being removed. Instead, if you try to finalize now while the game is processing (either just started or not finished yet) you will simply get a message to tell you that you can't finalize becuase the game is processing, and to try again later.
I'm sure Two-Player Challenge and Hundred players will appreciate the ability to move the game on more quickly
