Why did the chicken cross the Möbius strip?

Umm - how did Britain get a build? He had 16 SCs and 16 units. Now he's got 16 SCs and 17 units.

Unless I've miscounted. I think he's got:
Britain (3): Edi, Lvp, Lon
Scandinavia (3): Swe, Nwy, Den
Low Countries (2): Bel, NET
Germany (2): Kie, Col
France (2): Bre, Par
Iberia (2): Spa, Por
Africa (2): Mor, Egy
Total (16)

With units in Nwy, Swe, NTH, Den. Edi. Lon. NET, Bel. Kie, Col, Bur, Bre, MAO, Spa, Mor, Egy and Hej, I make that 17.
