Yes, it is a bit odd I know. The reason is that at Playdip we want to give every opportunity for games to be picked up by other players to try to ensure they run with as many players as possible all the time. That is why in a Protected game for instance we extend the deadline if someone surrenders, to try to get a replacement in before too much damage is done. Although 1 player is an extreme example, the same principle applies. If you think about it, there isn't actually much alternative - you certainly don't want a player to get a solo 'by default'.
Hopefully if ever that situation did arise, others would jump in, particularly if some of the surrendered coutnries are in good positions
