We've had a stalemate for a few seasons and [redacted] rejected several draw proposals and instead is vacating all supply centers for [redacted] while still blocking my units from engaging with [redacted].

I'm new to this kind of behavior so I'm not sure if it's considered cheating or if it's just bad play/etiquette for a player to voluntarily hand a win to another player despite having the ability to secure a draw.

No, it's not cheating nor evidence of it. There are all sorts of reasons within the rules of the game why players might act in this way.
