When is a Draw/Game Finished

Forum rules
In addition to the general Forum Guidelines (see here: viewtopic.php?f=130&t=15441), there are additional rules for posting in this forum.
1. Members should not refer directly to a specific situation in an active game. It is usually possible to provide an example of a similar situation elsewhere on the board.

3. Questions should only request rules be clarified and not request advice about how to resolve a situation.
4. When answering a question, members should restrict themselves to answering the question and not give advice on how to get around the situation.

If you draw at 17-17 is it final exactly when it happens or is it final after fall builds? Thanks in advance!

It is not a draw until a draw is proposed and the surviving players all vote for it. The game ends immediately upon unanimous vote, regardless of the phase. Powers have a vote until they are formally eliminated, which does not occur until the build phase.

If a player controls 18 SCs at the end of a fall turn (after retreats, during builds), the game automatically ends.
