Since I didn't see anyone respond to this point (sorry if I missed it) - no, you cannot set different deadlines for spring and fall moves. There's one moves deadline, one retreat deadline, and one build deadline.

Also, it is worth noting that there can be as many as 5 phases per year--retreats are possible for both Spring and Fall.

Disband retreats...no builds on missed builds

Disbands builds if you are under, but its not random...its furthest from home SC...fleets before armies...alphabetical.

I'd recommend 24 hours for retreats instead--if you want a 7 day cycle, sometimes there aren't retreats, and retreats can move faster with finalization. Also, 24 hours avoids NMRs.
